Compliance & Permitting Evaluation

Matrix prepared a Regulatory Feasibility and Environmental Review Assessment for two confidential waterfront sites to evaluate their suitability for construction and staging activities in support of offshore wind infrastructure development. In this document, Matrix illustrated the environmental compliance channels that the project sponsor would need to navigate, including a detailed roadmap to inform project strategy.

Matrix prepared a permitting evaluation based on preliminary concept plans, conducting a review to identify required approvals along with design options that could be utilized to achieve the desired project goals while minimizing regulatory oversight. Matrix also prepared an environmental review assessment to identify elements that would invoke NEPA and SEQRA/CEQR, advise the project sponsor of existing conditions at the project locations, and highlight critical resources for which potential impact concerns would be amplified.

Matrix conducted a series of Phase I Environmental Site Assessments in accordance with ASTM standards and developed a Phase II Environmental Site Investigation Work Plan. Matrix prepared the final Phase I reports and the Work Plan in order to assist the project sponsor with determining baseline conditions in terms of contamination, again with an eye toward facilitating good decision-making.
