Matrix provided environmental consulting services in support of regulatory approvals for the proposed Arthur Kill Terminal Project, a special-purpose, 33-acre marine terminal for the staging and assembly of offshore wind turbine generator components to support the installation of offshore wind farms along the eastern seaboard. In particular, Matrix assisted in the development of a mitigation strategy to offset natural resource impacts associated with the proposed facility development, as well as provided consultation on the environmental and other aspects of the Uniformed Land Use Review Protocol (ULURP) application and process.

The wind terminal will be located on the southwestern shore of Staten Island immediately south of Outerbridge Crossing on an undeveloped, vegetated, waterfront site comprised of upland forest, old field, tidal, and freshwater wetlands. Given the natural resources present at the site, thoughtful and strategic consideration of mitigating potential impacts, as well as the nexus between environmental and other land-use approvals will be essential for the timely advancement of development.
